As rights performance is correlated with economic wealth, the book argues that comparison between China and the West is inappropriate, and instead proposes as a benchmark China's peer group of lower-middle-income countries. The evidence in the book suggests that on many dimensions of rights, China performs as well or better than its peer group, and at times better than countries in higher income brackets.
